The Russian Defense Ministry reported another 1,895 displaced civilians returning from Yerevan to Stepanakert under Russian military escort, with a total of 13,000 returning in the last ten days. The Russian Ministry for Emergencies Management delivered more construction materials aboard 20 trucks arriving in Artsakh via Russia’s North Caucasus and Azerbaijan. Russian forces are also delivering food and water to remote villages in Karabakh.

On Tuesday, Turkey’s Recep Tayyip Erdogan called Putin about plans for a joint Russian-Turkish center in Azerbaijan that would “monitor” Karabakh. Erdogan told Putin that the “Armenian side should not be allowed to avoid implementing commitments it made under the peacekeeping agreement.” Russia’s Vladimir Putin reported placing calls to Yerevan and Baku, as Armenian forces completed their pullout from Kelbajar district, a full day ahead of schedule.
