Artsakh’s human rights ombudsman Artak Beglaryan speaking from damaged central market of Stepanakert on Oct. 31. Civilnet

Stepanakert’s central market was seriously damaged by shelling, as was the town of Shushi and other localities in Karabakh, with fighting continuing unabated, particularly in the south of Karabakh and around the towns of Martuni and Mardakert.

Another civilian was killed in the Martuni district and others wounded in Shushi, bringing the total number of civilian casualties, as reported by Artsakh’s Ombudsman Artak Beglaryan, to 45 killed and 141 wounded, including an 85-year-old man who was taken hostage in Hadrut and died in Azerbaijani captivity.

The Defense Army published another video of incendiary munitions believed to contain white phosphorus being dropped on Artsakh’s forested areas and intended to set fires. The fires could be seen on satellite imagery published online. Turkish forces were accused of using white phosphorus against Kurdish forces in northern Syria last year.
